what was dumb was destroying the skiffs and setting them free on the mother ship, they should have set them free on one of the skiffs and destroyed the mother ship. actually setting these pirates free at all is dumb.

this should be enough reason to get serious about putting them out of business and it will not be the Somalia government that will do it, they haven't had an effective government in the last 20 years, there is no reason to expect them to have one in the NEXT 20 years.
