WASHINGTON — A cruise ship officer who entered the wrong steering commands caused the ship to tip over outside of Port Canaveral in a July 2006 accident that injured nearly 300 people, according to initial findings released today by federal transportation investigators. The Crown Princess had sailed out of Port Canaveral when a problem came up with its autopilot program. The second officer aboard the ship then “input manual steering commands that ultimately caused the vessel to heel to extremely to starboard,” according to a draft report by the National Transportation Safety Board....
